Bajet 2014

MOF sedang bertungkus lumus menyediakan Bajet 2014. Mungkin syor-syor ini boleh turut ditimbangkan.

1. MENAMBAH HASIL/KEKAYAAN

1.1 Kerajaan hendaklah menumpukan kepada wealth creation dan projek yang having big multiflier effect.

1.2 New dispersed growth centres (misalnya bina kilang berteknologi tinggi di luar bandar); memberi peluang pekerjaan kepada penduduk setempat dan sekali gus mengurangkan rural-urban migration dan urban poverty.

1.3 Pusat2 bandar baru ini hendaklah berjaya menempatkan semua kaum dengan sokongan hartanah mampu milik dan memberikan pulangan politik.

1.4 Merakyatkan aktiviti ekonomi baru yang berasaskan teknologi hijau dan ekonomi digital.

1.5 Memperbanyak, memperluas dan mempelbagaikan bantuan kepada EKS/SME; mengimbangi tumpuan kepada projek2 mega. Bantuan sekarang is a drop in the ocean.

1.6 Menukar pendekatan pemberian subsidi kepada kumpulan sasar dari production level ke consumption level; boleh menyelamatkan berbilion ringgit.

1.7 Menyokong pelaksanaan GST.

1.8 Memperluaskan jaringan kutipan cukai ke atas kumpulan yang masih berjaya melarikan diri dari dicukai.

1.9 Semua usaha di atas sekali gus menambah kekayaan rakyat/negara dan menjana pertumbuhan GDP ke arah mencapai sasaran/KPI berpendapatan tinggi.

2. MENGURANGKAN KETIRISAN / DEFISIT FISKAL

2.1 merangkumi 3 elemen: (a) melonjakkan pertumbuhan GDP, (b) menambah hasil kerajaan, dan (c) mengurangkan perbelanjaan/pembaziran.

2.2 Menukar pendekatan pemberian subsidi tanpa mengurangkan penerimaan oleh golongan sasar, seperti para 1.6 di atas.

2.3 Reduce/stop value leakage dengan memberhentikan kerja2 outsourcing atau memperkukuhkan good governance and relationship (boleh menambah penjimatan dan nilai).

2.4 Membanteras rasuah dan meningkatkan kecekapan sistem penyampaian perkhidmatan kerajaan.

2.5 Mengurangkan pemberian one-off yang kecil multiflier effectnya seperti pemberian rebate handphone atau menukar kepada faedah yang lebih berkesan seperti pemberian BR1M untuk mengurangkan hutang secara langsung atau menanggung kos perubatan.

3. SOKONGAN PENGUNDI

Bajet 2014 hendaklah menjadi instrument untuk mengekalkan sokongan pengundi luar bandar terhadap kerajaan BN dan mampu pula menarik sokongan pengundi bandar yang lebih ramai

    1.1 that means cut in taxes to stimulate economy.
    1.2 that means more highways and railroad connecting rural areas to markets and transport hubs such as airports and ports
    1.3 that means low and medium cost housing must be built on leased land and not freehold say 60 years for low and 90 for medium cost. Otherwise price of land will erase cost of construction.
    1.4 only green energy that is suitable for us is hydro power. Solar and wind us useless.tidal power could be used in constricted waterways such as port klang and johore straits.
    1.5 & 1.6 most sme are non bummies. Therefore gomen not interested to help. Bummies control rice farming but looks like gomen assistance is pitiful. They can spend billions on skyscrapers but very little to upgrade farmers income. Bernas encourages mediocrity as lousy paddies are bought at same price as good grades. Subsidies should be paid directly to farmers and not indirectly to suppliers as it encourages monopoly and abuse.
    1.7 gst should not be more than 2.5%. And capital gains tax should be introduce. How come rich people earning tons of money buying and selling assets exempted from income tax. Most of these are speculators. Tax on interest and dividend should be abolish. This will encourage long term investors.
    1.8 nobody like to pay taxes. Best way is to send warnings to tax and money laundering haven like singapore like what germany and US are doing by forcing them to disclose account held by malaysians or face retaliation.

    2 onwards – small federal government is best. And decentralisation works wonders. Time for pm’s department and putrajaya to cut down their spending and projects and leave it to local authorities to do them.
